The administration of US President Donald Trump is reportedly expected to present a plan for a ceasefire between Ukraine and Russia at an international gathering in Germany next week.

Trump’s special envoy for Ukraine and Russia, Keith Kellogg, said in a social media post on Tuesday that he will attend the Munich Security Conference starting on February 14. He said he plans to speak about Trump’s goal to end the war in Ukraine.

US media outlet Bloomberg reported on Wednesday that the proposal outline includes “potentially freezing the conflict and leaving territory occupied by Russian forces in limbo while providing Ukraine with security guarantees to ensure that Moscow can’t attack again.”

Ukraine’s public broadcaster and other media outlets say Kellogg plans to visit the Ukrainian capital, Kyiv, on February 20, after the conference. They say he is expected to meet with Ukrainian President Volodymyr Zelenskyy.

In an interview released on Tuesday, Zelenskyy indicated that taking back Russian-seized territory by military force would be difficult under the current conditions.

He said Ukraine, alongside the United States and Europe, would enter negotiations with Moscow if that were the only way to bring peace to the Ukrainian people.

Zelenskyy noted in a video on Wednesday that Ukraine is in close contact with the Trump administration.

On the same day, a Russian presidential spokesperson suggested that Moscow and Washington are actively communicating with each other.
