Marco Rubio says the meetings today have been “the most productive and meaningful” of the peace process so far for him.
On the back of them, the US secretary of state says Washington’s team is making “some changes” to the peace plan seemingly based on Ukrainian suggestions.
He adds there’s still work to do, and they may have a further update later, but says:
“We have a very good work product that was already built on a foundation of input from all the relative parties involved here, and we were able to go through some of those items now, point by point. And I think we’ve made good progress. Our teams are have now gone to their rooms as we’re working on some of the suggestions that were proffered to us, so we’re working through, making some changes in the hopes of furthering narrowing the differences and getting closer to something that both Ukraine and obviously the United States are very comfortable with.”
Rubio stressed any plan required Trump and Zelenskyy’s sign off, and Russia to offer its take, but he was “comfortable” about that. Details of European counter proposals revealed – report
Reuters news agency reports on some of the details of the European counter proposal to the US-Russia peace plan.
The original 28-point plan was criticised by many for being too punitive to Ukraine and demanding it cede territory and slash the size of its armed forces.
Citing a document seen by its reporters, Reuters says the European plan contains the following:
Capping Ukraine’s military at 800,000 in “peacetime” (rather than the US blanket cap of 600,000)
The decision of Ukraine joining NATO depends on the consensus of the bloc’s membership, which currently does not exist
NATO would also agree not to permanently station troops under its command in Ukraine in peacetime
Ukraine would be “compensated financially”, including through Russian assets that would remain frozen until Moscow pays back for damage to Ukraine
Kyiv would promise not to recover occupied territory through military means
Negotiations on territorial swaps would start from the “line of contact”
Ukraine would hold elections as soon as possible after the signing of a peace agreement
