The plan, according to Egypt’s state-run Al-Ahram newspaper, calls for creating “secure areas” in the Gaza Strip where Palestinians can first reside while Egyptian and foreign construction companies demolish and rebuild the enclave’s infrastructure.
According to two Egyptian officials as well as Arab and Western diplomats, Egyptian officials have been discussing the plan with diplomats from Saudi Arabia, Qatar, and the United Arab Emirates in addition to European diplomats. According to an Arab diplomat and one of the Egyptian officials, they are also debating how to finance the reconstruction, including holding an international conference on Gaza reconstruction.
