Cambodia says air strikes by the Thai military have expanded to areas far from the border since mid-December. It says those who have evacuated so far amount to more than half-a-million.
But the Thai military has said it acts in accordance with the law and never attacks civilian areas.
It says over 210,000 people were forced out of their homes by a Cambodian attack on a civilian area.
US President Donald Trump helped broker a ceasefire in October after days of deadly border clashes in July.
But last month the Thai government announced its suspension as Thai soldiers were injured by a mine explosion around the border area.
The foreign ministers of the Association of Southeast Asian Nations are set to meet in Malaysia on Monday to discuss the issue. Thailand and Cambodia are expected to take part in the ASEAN meeting.
